Session Description

The lack of connectivity and inclusive access to and adoption of digital services can be a significant barrier to socio-economic development. Regulatory and economic incentives are essential to stimulating sustainable infrastructure deployment which in turn fosters social welfare and economic growth, contributing to a better digital future for all. The overarching theme for our roundtable is "From Regulation to Enablement: Driving Infrastructure Investment". Following the publication and presentation of the 'Igniting Mobile Investment in Middle East and North Africa' report ahead of MWC in Feb 2025, the GSMA’s Digital Infrastructure Policy and Regulation team has undertaken further analysis assessing the regulatory framework for twelve markets in the Middle East and North Africa region and on how mobile these policy frameworks can be modernised to energise investments. In MWC Doha 2025, GSMA will bring fresh insights in three specific areas:  Taxes and Fees, QoS Obligations and Fibre Deployment.

 In the context of these findings, this roundtable will bring together governments, regulatory authorities and industry executives to discuss policy frameworks and to exchange views on:

  • Structural challenges that are holding back the mobile industry from accelerating infrastructure investment
  • Enablers and policy actions necessary to build advanced mobile connectivity
  • Policy Recommendations that can unlock barriers to infrastructure investment in a data centric world
