Ministerial Programme at MWC Doha 2025
Upscaling our successful M360 MENA event to MWC Doha brought the full MWC experience to the region, including our Ministerial Programme.
The inaugural GSMA Ministerial Programme at MWC Doha convened 60 delegations representing 49 countries and 11 intergovernmental organisations.
The Ministerial Programme at MWC Doha featured policy-focused sessions, closed-door meetings, and exclusive networking opportunities designed to facilitate meaningful discussions and partnerships among regional and global leaders from governments, industry, and the digital development community.
This event served as a precursor to our Ministerial Programme at MWC Barcelona in March 2026, offering a platform for continued high-level dialogue and collaboration.

Attendance criteria
The GSMA Ministerial Programme at MWC Doha is an invitation-only event open to:
- National ministries including telecommunications, and digital agenda
- Telecommunications regulatory authorities
- Senior leadership from selected city governments
- Senior representatives from selected international organisations and intergovernmental bodies
- C-level and senior regulatory representatives from the mobile industry
Official invitations will be sent in early summer.
