Speaker Bio

Marc led and managed numerous engagements for GCC countries mostly focused on economic development, large-scale transformations, and the creation and establishment of public, private, and third sector organizations. He supported clients across 40+ high-impact engagements covering a variety of topics with focus on the ICT sector and digital economy development as well as research, development, and innovation.


Marc holds an MBA from the Wharton School of Business (Philadelphia, PA) and a Bachelor’s degree in Computer and Communication Engineering from the American University of Beirut.


Relevant experience



  • Led the development of a national digital economy strategy, including setting the vision,targets, strategic objectives, and enablers​

  • Led the development of ICT policies, on a multilateral and national level, related to Artificial Intelligence, Blockchain, Smart Cities and Data Privacy, including drafting detailed policy frameworks and public consultations​

  • Led the revamp of the ICT portfolio for a globally leading sovereign wealth fund tosupport the enablement of the ICT sector, the creation of national ICT champions, as wellas boosting financial and operational performance of portfolio companies ​

  • Supported a new National Cybersecurity Authority to setup its operations by designing the strategy and operating model for multiple business units as well as developing andexecuting multiple polices and strategic initiatives​

  • Led the concept and strategy development and supported the establishment of a new international organization focused on fostering growth in the digital economy​

  • Led the transformation of one of the Middle East leading science and technology research& development organizations, ensuring stronger focus on commercialization and innovation capabilities ​

  • Led the development of the concept and strategy of a new science and technology park for a GCC government including developing a comprehensive market study, economicmodel and feasibility study​

  • Developed the concept and business case to establish an emerging technology investment fund for a GCC government to help build technology sovereignty and support nationalindustrialization strategy ​

  • Led the transformation of the operating model for the largest ministry in the GCC,designing and activating new organization model including structure, roles, processes,manpower requirements and performance management system
