Qatar’s Digital Policy and Telecom Regulation Leadership: Paving the Way to MWC Doha
Qatar has firmly established itself as a digital leader in the MENA region and beyond. Through visionary policymaking, bold regulatory reforms, and sustained investment in infrastructure, the country is creating one of the most advanced and inclusive digital ecosystems in the world. These achievements reflect the ambitions of Qatar National Vision 2030, and set the stage for the first-ever MWC Doha, taking place on 25–26 November 2025, featuring the inaugural GSMA Ministerial Programme for the MENA region, delivered in partnership with Qatar’s Ministry of Communications and Information Technology (MCIT).
Driving mobile connectivity and next-generation networks
In the past 18 months, Qatar has taken decisive steps to enhance connectivity and modernise its telecom landscape. The Communications Regulatory Authority (CRA) announced the phase-out of 3G services by the end of December 2025, reallocating resources to strengthen 4G and 5G networks and optimise spectrum efficiency. Complementing this, CRA mandated the transition to Time Division Duplex (TDD) in the 2.6 GHz band by March 2025, improving network performance and future-readiness.
Impressive results back these moves: Qatar enjoys 150% mobile broadband penetration and 98.9% 5G population coverage. The country ranked first globally for 5G download speeds in the GSMA 5G Connectivity Index 2024. Also, it topped Ookla’s Speedtest Global Index in February, March and April 2024, with a record median download speed of 313.3 Mbps in March. Such milestones cement Qatar’s reputation as a global leader in high-speed connectivity.
MCIT has also advanced digital infrastructure through its Cloud First Policy (April 2024), accelerating cloud adoption across public and private sectors, and enhancing service delivery and resilience.
Transparent and consultative policymaking
Qatar’s regulatory leadership is also defined by openness and inclusivity. The CRA has institutionalised public consultations across various areas, including consumer protection, spectrum management, technology transitions, and even postal service licensing, consulting with key stakeholders such as Ooredoo and Vodafone.
MCIT, through initiatives such as the TASMU Smart Qatar Programme, ensures that digital policies are transparent, predictable, and aligned with national development priorities. This consultative approach reinforces accountability and fosters trust between government, industry, and society.
Expanding digital inclusion
Digital inclusion remains a national priority. In January 2025, MCIT launched the Digital Inclusion Index and published its first Qatar DII report, which highlights efforts to promote inclusive digital access and digital skills. The Digital Factory initiative, launched in collaboration with Accenture, is transforming government services by leveraging AI and blockchain. At the same time, widespread 5G rollouts ensure equitable access to high-speed connectivity across society.
Advancing sustainability and global development goals
Qatar’s Digital Agenda 2030 (DA2030) integrates economic diversification with environmental sustainability, aligning national strategies with the UN Sustainable Development Goals (SDGs). The government is also collaborating with Ooredoo and the United Nations Development Programme (UNDP) to develop sustainable digital policies that align with climate objectives. Initiatives such as the Qatar Digital Business Award further encourage innovation and entrepreneurship that drive both economic and sustainable development.
Fostering digital innovation
Through MCIT, Qatar has prioritised digital innovation with initiatives like the TASMU Smart Qatar programme, the expansion of the Government Data Centre (GDC2), and strategic partnerships to strengthen its digital ecosystem. These efforts have contributed to Qatar ranking third globally in the ITU ICT Development Index (2023), highlighting its leadership in technology adoption and innovation.
Toward MWC Doha: a regional milestone
These achievements position Qatar as the ideal host for the first-ever MWC Doha and the inaugural MENA GSMA Ministerial Programme, where ministers, regulators, and industry leaders will convene to shape the digital future of the region.
The GSMA Ministerial Programme will spotlight critical issues, including AI governance, spectrum strategy, digital inclusion, and sustainability, while fostering collaboration between governments and industry. For the MENA region, it represents a historic moment: a chance to showcase regional innovation, align with global digital priorities, and forge partnerships that will shape the future of digital policy across the region and beyond. As the world gathers in Doha this November, the stage is set for transformative dialogue and action.
