MWC Doha is the world’s most action-focused meeting place – where telco and technology authorities imagine new models of change for better societies and closer communities. In 2025, global leaders shared lessons from successful models, explored new partnerships and supported joint efforts to ensure the benefits of digital transformation reach further, faster.

A new force for regional change

The Ministerial Programme at MWC25 Doha brought together over 60 government delegations to unlock the full potential of mobile connectivity with progressive policy making. The newest MWC diplomatic programme supports powerful societal change in health, education, inclusivity and climate resilience across MENA, with insights from 49 countries and over 10 intergovernmental organisations.

Digital leaders – building bridges across continents

MWC25 Doha connected leaders of the global mobile industry and its vibrant digital ecosystem with MENA counterparts. For the first time in the Middle East, the invitation-only Digital Leaders Programme mobilised dialogue on trending topics, facilitating cross-regional collaboration and creating opportunities for meaningful exchange.

Mobile for Development

MWC Doha supports a shared responsibility to drive more inclusive digital growth across the wider region, with the benefits of progress reaching everyone. Over 340 million people across MENA remain offline despite having access to mobile broadband coverage, a gap that can be narrowed through collaborative investment in affordable devices, relevant digital content and digital skills.  

Through Mobile for Development (M4D), the GSMA continued its work in 2025 with regional governments, donors and industry partners to advance practical solutions that address these barriers.

Over 30 official new partnerships and MoUs were announced at the region-first MWC Doha in 2025 – and this is just the beginning.

  • ZTE and e& signed two MoUs to accelerate 5G private network innovation and green energy transformation.

  • The Ministry of Communications and Information Technology signed a cooperation agreement with PwC Middle East and OpenAI to develop the uses of artificial intelligence

  • imec signed an agreement with Invest Qatar and QRDI to establish a dedicated research and development hub in Qatar supported by the government of Qatar.

  • Iraqi telco Asiacell announced a range of AI-related partnerships with Google Cloud, Cisco, Enea, Evam and Druid AI, aimed at improving customer experience and augmenting network intelligence.
