Vladimir Liulka is a serial tech entrepreneur and Founder & CEO of Blocksport, a Swiss-born SportsTech company now expanding across the Middle East through its newly established Qatar Financial Centre (QFC) entity. With over 20 years of leadership in deep tech, IT, and telecoms, Vladimir specializes in bridging network infrastructure with immersive fan experiences. Under his leadership, Blocksport has built an AI-native "SuperApp" ecosystem, entering landmark partnerships with Deutsche Telekom, Nokia, and Ooredoo (integrating Network as Code and CAMARA-aligned APIs for Quality on Demand live event connectivity). From his regional base in Qatar, Vladimir is scaling AI and programmable telecom solutions across the GCC, empowering sports organizations to monetize digital communities and maximize network capabilities.
