Speaker Bio

Dr. Hajar El Haddaoui is the Director-General of the Digital Cooperation Organization (DCO) and a distinguished executive with over two decades of leadership in the technology and digital industries. With a career spanning multinational corporations and public sector institutions, Dr. El Haddaoui has built a global reputation for advancing digital transformation, international cooperation, and innovation policy.


A seasoned leader and strategic advisor, Dr. El Haddaoui serves on several high-level boards, including the Board of Directors of NextGen Infraco Ltd., the Swiss Chamber of Information Technology, and the Swiss Leaders Board. She also sits on the Supreme Advisory Board of the Swiss Chamber of Commerce and the Advisory Board of the European Commission for Women and previously served as Vice Chair of the UN Global Compact Network (2022-2024). In addition, she lectures at the American University of Applied Sciences, Geneva University, and Princess Noura University.


Before her appointment as Director-General of the DCO, Dr. El Haddaoui held key regional and global leadership roles in corporate strategy, digital transformation, finance, and innovation with major organizations such as Bell Canada, the United Nations, CEC Holding, and NTT DATA Holding. Earlier in her career, she spent more than a decade with Swisscom, where she led international market initiatives that expanded the company's digital footprint and strengthened its position as a leading technology innovator.


Dr. El Haddaoui holds a Doctorate in Business Administration (DBA) from Grenoble University, an MBA from IMD Business School, a bachelor's degree in law from the University of Montreal, and an ICT Management Diploma from Fribourg University.


Having lived and worked across Europe, Canada, and the Middle East, Dr. El Haddaoui is widely recognized as a global ambassador for digitalization and a thought leader in human-centered technology, Her work champions the humanization of digital transformation to build smarter, more inclusive societies.


A frequent keynote speaker at global forums, including the United Nations and international technology summits, Dr. El Haddaoui has been honored among the world's most powerful women in business and technology. Her accolades include the Best All-Round Female in IT (Europe), Global Influencer Leadership Award, and Visionary Women Leader in Digital Transformation Award.
